Congenital causes are generally believed to be related to genetics: mainly due to poor development of the levator palpebrae superioris muscle used to lift the upper eyelid, or incomplete function of the motor nerve that controls the muscle, resulting in the eyes being unable to open wide and the drooping eyelids covering part of the pupil.
